The OCC published its final GENIUS Act rule for payment stablecoin issuers, covering reserves, redemption, custody, and foreign oversight. It doesn't take effect until January 18, 2027, which gives banks a long runway and gives startups a very expensive waiting room. The real bottleneck isn't the reserve rules, it's everything downstream of them.
